Abstract
教育署所頒布的美術枓課程綱要，一向都以一種「建議課程」的性質出現，並沒有要求學校切實施行。甚至在課程小冊子中明言：「本課適用於政府小學，並提供其他小學採用。惟採用與否，並無限制，蓋各校亦可選用經教育司批准之其他美術及勞作科教材也。」
