dc.description.abstract教統會收到逾二千份有關教育改革建議的意見書，其中有教育團體建議政府以六年制的資源辦五年制小學，以求在不增加開支下立刻增加小學的資源，並將成績組別改為三級制，其中一級及三級分別佔一成及六成，以減低標籤效應。
