dc.description.abstract考試制度僵化，中學會考「一考定終身」，學生思想不但受到了桎梏，創發能力亦受戕害，改革教育制度不能不興革考試制度。考試制度不能淪為工具，考試必須配合教學。蔡熾昌對於公開試新設想如「一試兩卷」、「教師評核」、「提早高考」，條分理析，頗見用心。
